New rules on temporary staff

April's legislative changes included the introduction of strict new HMRC reporting requirements for recruitment agencies that place temporary staff.  The aim is to try and stop 'false self-employment' where workers are erroneously classified as self employed and employers avoid paying tax and National Insurance.  Agencies or other employment intermediaries will have to report details of any workers who are not treated as 'employees' for PAYE.  The first report will be due by 5th August, 2015 and then on a quarterly basis.    If you use an agency, it would be advisable for you to clarify these workers' status and supporting evidence with either the agency or the workers themselves.
